Job Summary:

The NS&E Chief Engineer for Nuclear Engineering reports to the GBU Manager of Engineering, and is responsible for technical, administrative, and personnel related activities in support of projects for the NS&E GBU. As a Functional Manager, the Chief Engineer supports Bechtel’s matrixed Project Management approach in providing support to the discipline engineers on project. This position is intended to bolster the technical and administrative capabilities of the staff organization in support of the project workload expected over the foreseeable future. #LI-LM1

"This position is designated as part-time telework per our global telework policy and will require at least three days of in-person attendance per week at the assigned office or project. Weekly in-person schedules will be determined by the individual and their supervisor, in consultation with functional or project leadership”

Major Responsibilities:

The key responsibilities of this position include:

• Providing technical oversight to existing Bechtel Projects by completing design reviews, conducting engineering functional reviews and participating in the resolution of technical issues. 
• Reviews calculations for technical accuracy and adherence to engineering procedures.
• Supports and provides technical training to discipline staff.
• Working with Project Engineering, maintains Design Control Checklists. 
• Participates in engineering functional reviews to identify process improvements, qualifications, and design challenges.
• Manages the discipline engineers career paths, allocation of training and conference budgets that are aligned with individual needs.
• Routinely communicates with discipline engineering staff to support company objectives and retention.
• Evaluates individual training needs with project engineering supervisors to support project needs. 
• Maintains training, process improvement and conference budgets for the discipline and allocates accordingly.
• Conducts final review of personnel performance appraisals and executes compensation planning.  
• Supports business development by preparing responses for proposals and developing strategies for successful nuclear licensing approaches. 
• Conducts resource planning for proposed projects and identifies skill gaps necessary for engineering execution.
• Prepares responses to proposal questions related to the discipline and develops comprehensive licensing strategies for commercial and DOE regulated activities.
• Maintains knowledge of current licensing approaches for various reactor types, locations, and site permits.  

Education and Experience Requirements:

Level I:

• BS degree in nuclear engineering or scientific discipline, from an accredited college or university with at least 13-15 years of experience in design engineering, science or other relevant types of engineering such as systems startup plant operation in large industrial plants, utilities, process plants, or engineering/construction firms ; or MS degree from an accredited university or college with at least 11-13 years of progressive related experience in the above-mentioned areas.

Level II:

• BS degree in nuclear engineering or scientific discipline, from an accredited college or university with at least 15+ years of experience in design engineering, science or other relevant types of engineering such as systems startup plant operation in large industrial plants, utilities, process plants, or engineering/construction firms ; or MS degree from an accredited university or college with at least 13-15 years of progressive related experience in the above-mentioned areas.

Required Knowledge and Skills:

• Must be authorized to work and remain in the U.S. without sponsorship
• Prior nuclear experience on DOE/DOD, and commercial nuclear projects
• Currently active, or ability to obtain a DOD Top Secret or DOE Q clearance 
• Professional Engineering license in Nuclear, or Chemical, or Mechanical Engineering
• Prior work experience and supervision on a medium/large project in an engineering or scientific discipline.
• Experience working in, or coordination with other Disciplines
• Strong applicable experience in project design/execution with previous demonstrated experience and ability in the specific discipline along with various types of systems associated with the different types of projects.
• Demonstrated experience in Microsoft office programs and other computer programs.
• Extensive knowledge and application of Codes and Standards.
• Excellent written and oral communication abilities along with effective negotiation and presentation skills.
• Demonstrated effective external stakeholder interface
• Demonstrated strong frontline leadership skills and emphasis on continuous improvement and team building and an ability to cope with conflicting deadlines, frequent interruptions and multiple tasks.
• Knowledge of Criticality Safety, Nuclear Safety, and Nuclear systems, calculations, applications of methods, modeling, and computers in the discipline.
• Knowledge of industry /regulatory codes and standards, and design and/or layout criteria pertinent to nuclear safety.
• Experience reviewing major deliverables, staffing estimates and schedules.
• Experience working with and managing Criticality, Nuclear and Process Safety Management programs (e.g. Nuclear Safety Work Culture)
• Working knowledge of process safety and prevention codes, standards, and procedures
• Experience in establishing and leading a healthy nuclear work safety culture program
• Experience and knowledge of commercial licensing processes and procedures
• Must be willing to travel (domestic and international) as required  
• Prior Management of an engineering team on a large project or program
• Multi Engineering Discipline experience
• Prior experience interfacing with nuclear regulatory agencies (e.g., Nuclear Regulatory Commission, Defense Nuclear Facilities Safety Board, National Nuclear Security Administration)
• Prior experience and interface with external Nuclear industry resource groups (e.g., American Nuclear Society, Women in Nuclear, Nuclear Energy Institute)
• Experience working with or interface with reactor technologies, and advanced reactors
• Experience with nuclear codes and approaches (e.g., NEI 18-04, Licensing Modernization Process (LMP))
• Experience with OSHA safety management requirements (e.g., 29 CFR 1910.19)
• Prior work experience being responsible for engineering progress and performance reporting within a project earned value management system and trending program.
